Senior Business Analyst (BA3) – Target Operating Model Specialist-Help shape the future of healthcare in New Brunswick.

We are seeking an experienced Business Analyst – Target Operating Model Specialist to support a major provincial Clinical Information Solution (CIS) transformation. This strategic role will help design a sustainable operating model that standardizes healthcare delivery, strengthens collaboration, and improves access to clinical information across the province.

Location: Remote, with monthly travel to New Brunswick
Duration: Two-year contract with two optional one-year extensions
Start Date: September 28, 2026, or earlier
Commitment: Full-time

What You’ll Do

• Support the development of the CIS Capability Model, core domains, and target maturity levels.
• Translate the program vision into a practical and sustainable Target Operating Model.
• Facilitate workshops with clinical, technical, operational, and senior leadership stakeholders.
• Define governance, decision rights, roles, responsibilities, and cross-organization interfaces.
• Evaluate service-delivery options and contribute to business cases and recommendations.
• Develop capability maps, operating-model frameworks, presentations, and decision documents.

What You Bring

• Senior-level experience as a Business Analyst, Business Architect, Operating Model Specialist, or Management Consultant.
• Proven experience designing target operating models in complex, multi-organization environments.
• Strong knowledge of capability modelling, governance, organizational design, maturity assessments, and service-delivery models.
• Excellent workshop facilitation, stakeholder engagement, consensus-building, and communication skills.
• Experience preparing options analyses, business cases, and executive-level recommendations.
• Healthcare transformation, digital health, CIS, or public-sector experience is strongly preferred.
